The Kinney County Groundwater Conservation District audit was performed by the state, and the results are scathing. My favorite pages so far (it's long and I haven't read it all yet) are 12 and 13 (or pages five and six if you print the hardcopy). They show a perfect example of the kind of witholding of public information we've been putting up with here.

From August 29, 2003, through September 8, 2004, the
District’s former general manager used a prenumbered receipt book to record fees and deposits collected. However, auditors had difficulty obtaining this receipt book during this audit. Throughout this audit, auditors repeatedly asked the current general manager if the District had a receipt book for the collection of fees and deposits, but the general manager informed auditors that there was no receipt book. After interviewing the former general manager, auditors again asked the current
general manager for the District’s receipt book and explained that the former general manager stated that a receipt book had been used and that it was located in the District office. At that time, the current general manager located the receipt book without difficulty and without searching any of the District’s files. The receipt book contained 43 entries totaling $35,418.71, and the current general manager’s initials were on the last two receipts in the book.

You're not kidding. It's scary what they get away with. I don't know if this audit will help, but my husband's Mom and several other farmers/ranchers in the area did win one battle--at long last. Judge Pennington ordered that the Board had to pay them their money back and that the district had to cough up the water permits they've yet to be given--even though they paid for them months ago. The board was ordered to pay our side's attorney fees and they were also told that they couldn't charge permitees for the Board's attorney fees--which they had been doing.

The farmers and ranchers here still have a long way to go, and the Board still has the option of appealing Judge Pennington's judgment, but it was good to finally make some headway with these people. The Board is broke, our people will probably never see their money. All they really want is the right to their water though. It's just disgusting that they've all had to pour so much money into keeping what they ALREADY HAD. And now they're having to pay lawyer fees. Man.

In Brackettville we have a website, www.brackettville.info (http://www.brackettville.info), that supposedly reports the news in Brackettville. It is run by a KCGCD employee.

Some news source, they haven't bothered to report on the audit or post the website where it can be read.

I guess they're just going to pretend the audit never happened. They have all of seven categories to post on their forum, and two of them have to do with water or the water district. Yet there is no mention whatsoever of the audit. Pretty sad.

There you have it....how can you get help if they run the show? Good luck! But if they are responsible for Free Press in Bracket...they should report everything.....no matter what....

Well, SIfuzhenz, you wouldn't hurt my feelings if you went over there, registered so you could post, then posted a question about why they hadn't reported on it. If you do, be sure and add the link (http://www.sao.state.tx.us/reports/main/06-021.pdf) when you post on their forum! Last itme I checked, our computer was still blocked from the site!

I tried to got into the Forum dealing with Water Board issues and it was closed. I wrote something on another one having to do with City Council. I figure someone will hear about it. Hope it helps. I will keep on top of this.
Maybe more people will make a contribution to help..
