BAYTOWN — Former Baytown City Councilman Manual Escontrias received the Henry B. Gonzalez Latino Leadership Award Saturday.

Escontrias represented District 3 from 1993-99. He was on the Goose Creek school board from 1987-93. An engineer for Exxon Mobil, he has served on the boards of directors for United Way of Greater Baytown, Communities in Schools, Hispanic Chamber of Baytown, TAMACC Education Foundation, and others.

In accepting the award from U.S. Rep. Nick Lampson, Escontrias stressed the importance of education, citing his own background as an example of what can be achieved. Escontrias began his education in Eagle Pass, which, despite its humble settings, offered many educational opportunities, he said.

“The Hispanic community learned English and the Anglo community also learned Spanish,” Escontrias said.

Escontrias went to Odessa Junior College on a baseball scholarship, and then transferred to Texas A&M University to earn his bachelor’s degree.

After spending a few years working as an engineer at Exxon Mobil, Escontrias went to Pepperdine University in California and got a master’s degree in business administration.

“In my class, there were 5 to 10 people who went to A&M,” he said. “We were all educated in Eagle Pass. They are still producing a lot of high achievers.”

The award is named for the first Hispanic congressman from Texas, elected in 1961. Gonzalez spent 37 years in the House of Representatives and was chairman of the House Banking, Finance, and Urban Affairs Committee. He died in November 2000. Gonzalez, of San Antonio, was also the first Hispanic state senator.

“When you saw him, you knew exactly where he stood on everything,” said Harris County Commissioner Sylvia Garcia.

Lampson gave the award to six people Saturday at the annual Hispanic Issues Forum at Lee College. This is the first time Lampson has had the forum in Baytown. Lampson currently represents roughly the eastern half of Baytown. He is running for re-election in District 2, which includes a similar portion of the city, against retired Harris County Judge Ted Poe, a Republican.

The commendation includes recognition in the official Congressional record.

Escontrias, nominated by former Hispanic Chamber of Commerce chairman Ruben de Hoyos, was the only Baytonian to win the award this year. Past winners include Rolando Valdez, current chairman of the Hispanic Chamber.

Other winners include:

• Carlos Lopez, of Houston, is the director of the International Trade Center for the University of Houston Small Business Development Center.

• Maria Barrios de Estrello, of Port Arthur, was the first Hispanic graduate of the Port Arthur school district in 1934. She is also a volunteer in local schools and hospitals.

• Sabrina Hernandez Vrooman, of Port Arthur, is president of the Southeast Texas Hispanic Cultural and Educational Center.

• Joe Hernandez, of Nederland, is a member of the Sertoma Service Club who volunteers teaching Spanish-speaking children English and recently assisted victims of Hurricane Charley.

• Hipolito Acosta, of Houston, is district director for the U.S. Citizenship and Immigration Services.

• Albert Seguin, of Houston, is a descendant of Texas Revolutionary War hero Col. Juan Seguin and is founder of the Seguin Family Historical Society.
