I do not know if you have heard about current legislation to dissolve the Kinney County Groundwater Conservation District. This legislation is very serious and could have implications in Uvalde, Brackettville, Del Rio, Eagle Pass, and into northern Mexico.

Water marketers are trying to influence the Senate Natural Resource Committee to dissolve the Kinney County Groundwater District.

This leg. proposes:
To consolidate the eastern part of Kinney County into the Edwards Aquifer.

To leave the northern and western part of Kinney County unregulated so that hugh amounts of water can be pumped east to San Antonio. A few landowners and some very big water marketers could gain millions.

The citizens of Kinney County would be forced to pay the Edwards Aquifer for our own water.

Water bills at Fort Clark Springs would triple.

We desparately need your help in Eagle Pass to help save our water.

Pinto Creek, Las Moras Creek, and Mud Creek flow to Eagle Pass. These water marketers could be pumping out the water you are entitled to.

1st and foremost the Kinney County Groundwater Conservation District is a political entity voted in by 88 percent of the voters of Kinney County.

It is a political entity like the county is a political entity, like the school district is a political entity.

If the legislatures dissolve a political entity because a few people with money do not get their way ....

then a precedent is set. They can dissolve a school district, a county government, a city government, any or all water districts.

It is a terrifying thought that politicians in Austin can go against a democratic vote.


This would effect Eagle Pass because Pinto Creek, Las Moras Creek, and Mud Creek flow through Kinney County into the Rio Grande River. If there are water marketers pumping millions of gallons of water out of these springs they will dry up and the flow will not reach Maverick County or the Rio Grande.

If you are interested in helping I can send a list of senators and representatives that you and others can contact. You can let them know that you are against legislation to dissolve the Kinney County Groundwater Conservation District.
